Technically, there are two Kames. A disclaimer - the following are spoilers for both Howl of a Growlithe and Koinonayami, so if you haven't read them yet, I highly suggest you do so before reading this. I would like to go around the spoilers, but Kame's entire nature is kind of based around them. So I would suggest you read the stories, or at least know about the end of HOAG and around the middle of Koinonayami before reading this.
Kame Twinrova is the twin sister of Kotake Twinrova, and the two were leaders of the Pewter City Gym. Kame had long, white hair and generally dressed the same as her black-haired sister. They took over after the previous leader left to wander. They used a Cubone and a Diglett.
Kame had an unhealthy obsession with Red, the League Champion, which she kept mainly to herself is possible. Her sister knew about it, but didn't comment on it, not figuring it for something serious. She called Max at one point and found he had a similar obsession thing going on with Conkista, and she talked to him for some time.
One day, shortly after Ella E battled the two Gym Leaders and won, Kame disappeared with no note. Kotake was devastated, but Kame had plans of her own. She met with Max, the leader of the Cerulean Gym, and the two of them, both having unhealthy fixations on certain people, drove eachother deeper into their own psychosis. Kame wanted Red to see her, to notice her as more then a mere gym leader and to eventually one day love fer. She needed his attention. Max convinced her that the best way to do this was to make her presence known in a way that no sane person could possibly ignore.
This was the attack on the Viridian City Pokécenter.
They cut the power to the building completely in the middle of the night, when almost everyone was asleep, and, in the middle of the storm, entered each room silently and killed the person inside, along with any of their Pokémon that were present. Not truly interested in taking Pokémon, they simply slaughtered. Kame was, in particular, searching for the girl Ella E, who had mentioned that she had known Red. Killing her would no doubt get her the recognition she deserved. Although this no longer truly made sense, it was too late to go back now, and Kame was utterly convinced that she belonged with Red, no matter what the cost.
The two of them switched off, trying to bring Ella E down, but she managed to escape them. Desperate to find her before she caused more trouble, they located Ashstar, the girl who had traveled with her for two or more weeks, and quickly took her hostage. Ashstar was a brilliant guesser as to where Ella E was going, and this was how the two managed to keep track of her.
Eventually they had a showdown with Ella E in the Manachu's cave, which lead to their apparent deaths. Content with that, Ella E and her group left the cave, leaving the two serial murderers for dead.
Kame was unconscious for most of the duration of time that occured, but the Manachu, with a marvelously twisted idea in its head, teleported Kame to the caves underneath the Unknown Dungeon, and planted in her sister Kotake the belief she was still alive. Sure of what would happen next, the Manachu simply waited.
Michelle and Gabriella located the white-haired girls body and took her to the laboratory, where Dr. Kagakusha, having learned of Kame's psychotic killing spree, decided she would be the perfect subject for M-2 Specimen E, which was melding the Mew's genes, along with others, into an already existing human being. Kame was placed in stasis, where she was injected with chemicals for a long period of time, a process that was extremely painful at first, with her kicking at the glass and screaming, but eventually her mind was completely erased, and she began to change.
Kame's ears lengthened, as did her fingers which lowered to three on each hand, tipped with claws. Her eyes became empty and changed color, turning a bizarre mixture of blue, purple, red, and black. Her face changed shape as well, become more elongated and more animalistic, growing fangs instead of teeth, and her arms became spindle thin. Her legs became powerful and muscled, bending back at the ankle, the toes also dropping in number and becoming claws. Her height increased a few feet as well. As a stroke of irony, Kagakusha let her keep her bracelet, knowing that it must be important, but kept her in a hospital gown.
In this state her sister found her, and went completely hysterical.
Kagakusha, still determined to complete her project despite the many setbacks that were occuring, managed to obtain the last two DNA strands she required, and Kame became complete.
The process completely removed Kame of all free will, and she lost her entire identity. Mentally programmed to only obey commands issued by those believed to be her master, at the moment the only ones being Kagakusha and perhaps Prof. Denka. No longer able to feel emotion, she had no recollection of her sister when she saw her, only the blank stare that said she saw nothing.
Her mind and memory erased and with no free-will, Kame was ordered to kill her sister. Kotake did everything she could possibly do to try and get Kame back to normal, sobbing, crying, repeating things only the two knew about, and eventually resorting to the bracelet that the monster once known as Kame still wore, begging for her to spare her life and remember who she was. Even asking, as choking in the grip of her once sister "Don't you love me anymore...?"
None of this was to any avail. Kame ripped her throat out, snapped both the bracelets, and stood in her sisters pooling blood, awaiting further orders.
There is no way to restore Kame to her former self. There is no longer a Kame. There is only M-2 Specimen E. Kame Twinrova is dead, along with her sister.
Kame no longer has a mind of her own. If not given an order, she stands silently, even if others are attacking her. If given a continous order (such as "Guard this" and the like) she will do that until she is ordered to do something else. Despite this, she is able to understand complex sentences and can, at times, have conversations, although they mainly focus around her accomplishing her directive. She doesn't remember her name, her sister, what she did in Viridian, Max, Red, or anyone.
Kame has a unique power, which is the ability to call the last injury someone suffered back up to the present. Her psychic powers are far beyond anyone else in the M-2 Series, and she mainly attacks with precisely targeted and aimed small shots of psychic energy. If communicated with telepathically, Kame's world is a complete blank, white on white.
Kame CAN be wounded, although she has the natural healing process of most of the M-2 Series. However, she won't heal herself unless ordered to do so. She can perform actions at the same time, and open-ended actions (like "Attack!") can be left to her interpretation, and she will react in those situations accordingly.
Although Kame has no freewill, she is not something easy to deal with or defeat. She is perhaps one of the strongest creatures one will meet. She will get rid of or kill anyone that stands in the way of what she has been ordered to do. She can be captured in a Pokéball, although no one has tried it and most likely, no one should. It is unknown what kind of attacks she has.
